It applies whenever you travel out of the country. So if someone doesn't travel to India at all, it won't affect them. But if you absolutely have to travel to India for emergencies l, rest assured your company will need to pay 100k for you to come back to USA.

You have to realize that the smart ones who succeed outside India will fail horribly in India because they don’t fit into the mentality and culture. 

All you have to do is meet with the leadership of companies in India to realise the kind of people who succeed here. Our culture is not conducive to merit based growth, innovation or creativity. That’s just the unfortunate truth.

Brain drain will continue elsewhere. Secondly this is an executive order  not a law. Can be gone with change of Presidency. Besides this executive order is valid for 12 months unless extended. So they are testing waters. 

This will result in greater near shoring and outsourcing..

It’s because India is a sink where no matter how much you invest, you don’t get anything in return. Invest in terms of money or education or time or energy.

As around 43% of h1b visa holders are medical professionals and their rural hospitals and colleges will most likely be hit

The smartest ones will leave either way. But you are right, it will probably end up being closer to how it was in 90s. Those already there made their dough. There will be an inflationary shock short to medium term, oversupply and wages depressing within the country. I hope the idiots in charge of the government understand their divisive, corrupt rule cannot move us forward anymore, and actually focus on fixing the fundamentals like China and Vietnam did. At least create longer term employment, bring industry and stop stealing for the billionaire and ruling class. If we target inclusive and holistic development, we can open up the depressed economy being propped up by a tiny white collar minority. Considering FDI inflows have reduced, this is the right time for massive public spending in the right sectors, at least build competency in two to three strategic sectors. 

All the software and adjacent guys need to start building for the country. People think there isn't potential but just think about it, China has alternatives for all global companies, tencent, or Huawei, or even hundreds of companies building software for cars. Let's build alternatives in software where we can, especially for utilitarian software stuff. We can't compete on hardware yet, but software, we can try to.

Nah, the indian ecosystem doesn't allow deep tech startups to function properly/at all. In the end we must remember that we are a primarily 3rd world agricultural village nation with a few pockets of post-industrial civilization in cities. When it comes down to it, the government will give more importance to a farmer from bihar than to a startup founder in b'lore or hyd. That's a fact. All that is going to happen now is that those brains are going to go to waste. Nothing more.

Most will not get entry into European countries, there are mass protests going on there. Indian media doesn't show all that anymore as per orders from PMO. This is first time in decades when so many countries from USA to Japan, UK to Australia have Anti-Indians and Anti-Immigration protests going on. I don't think Indians know the extent of hate that has built up in other countries. Indians are running back to india like crazy.

H1B workers, transfers, and extensions inside the US are not affected.  
American Universities may see impact for the coming semesters.

I work in FP&amp;A finance, we lead the conversations on cost cutting, and trust me I have worked in 7 US companies and every single one's priority is offshore. They just want to move to low cost countries, so even with or without these restrictions it was going to come down hard. I was part of a convo just yesterday planning to lay off all european contractors and move to india, morocco, philippines etc.
So it's not a great time for brain drain.

This will bring many of the American companies to their senses and get them to build their GCC's in India or enable remote hiring. It's a good opportunity to be honest. 

Also, all these visa things will be sorted thru near shoring like sending folks to Canada, Mexico, or even european countries so that they have less time overlap. 

He wanted to boycott chinese products and the Chinese already found new markets to source and sell their products. Now American companies will start doing the same. They sent manufacturing to outside of the us because it made no economical sense, now they will do IT as well. 

Also the IT services companies which were always riding on we will send you onsite carrots can't do so anymore. In the long term, they have to start paying up market rates to hire people.

I heard about the job market conditions for US grades. It's very bad for them. I think it might benefit them a little ( if not much ).
